Thanks for the extra info. I saw some delay&#039;s on companies using ec2 for processing (like animoto and vimeo) so i checked CS and it corresponded. It&#039;s probably caused by the sqs and s3 issues.

The issue stems from &#039;zombie&#039; launched EC2 processes.  We launch thousands of instances to check the availability of EC2 deployment time, however sometimes they come up &#039;zombie&#039; (an issue Amazon is aware of).  This sometimes causes us to exceed our quota.</description>
